Chelsea are hoping to agree a loan move for Atletico Madrid playmaker Saul Niguez but Blues boss Thomas Tuchel will need to sell at least three midfielders before the deal can go ahead.
The London side have bulked up their Champions League winning squad as they look to battle on all fronts this season eyeing up another Premier League title.
A new club record transfer fee was paid to re-sign Belgian striker Romelu Lukaku. The forward endured a dream return, scoring on his debut in a 2-0 over rivals Arsenal.
Yet, most of the Blues' transfer business has been shipping players out the door with Tammy Abraham, Olivier Giroud, Fikayo Tomori and Victor Moses all exiting Stamford Bridge.
With only one summer arrival so far, the Telegraph report that Saul Niguez is high on Tuchel's priority list but there are still more exits to confirm before Chelsea can move in.
The Blues have an abundance of midfielders to choose from with Ngolo Kante, Jorginho, Mateo Kovacic, Mason Mount and Kai Havertz all expected to feature heavily for the German this season.
But the board have made it clear that if a loan deal for Saul Niguez is to be finalised, then three outgoings are needed to balance to books.

Danny Drinkwater, Ross Barkley and Tiemoue Bakayoko are the players Chelsea are looking to move on this week; none of them have been given a squad number this season.
It also remains to be seen if Ethan Ampadu and Ruben Loftus-Cheek will be at the club once the deadline passes.
